This article is talking about the need for more protection for police officers in the state of Massachusetts. Currently, hitting or making un wanted contact with a police officer is just misdemeanor battery. This Bill looks to change it so that if the officer suffers great bodily harm, like a broken bone or severe injuries due to the battery, it would become a felony charge.
Luckily enough for police officers in Illinois, There are already laws stating that any battery of a peace officer becomes aggravated battery, which becomes a felony charge.
I think the need for more policies in place to make people think twice about hurting the police would make the police less paranoid about everyone fighting them. It is good for both sides of the situation. The police feel more secure and safe knowing that the people they are dealing with are less likely to fight/hurt them, and the people dealing with the police are more at ease knowing that the police officer isn't constantly treating them as a threat.
